Oarai Town in Ibaraki Prefecture was once a coastal area of Hitachinokuni.
The Hitachinokuni Fudoki, written in the Nara period, states, "The land was wide and fertile, and the blessings of the mountains and the sea were abundant, similar to Tokoyonokuni (an ideal land of immortality far beyond the sea)."

Although Oarai is a small town, more than one hundred historical sites and ancient burial mounds dating back to the Jomon and Kofun periods have been excavated there. From this, you can imagine abundant life due to the benefits of the vast and calm lagoon (area brackish water). Oarai is a town of the sea that can be called Uminosato.

However, it has not been free from natural disasters and the ravages of war.

Oarai has overcome numerous natural disasters and the ravages of war, centering on Oarai Isosaki Shrine, which was established during the Heian period. It has nurtured a relaxation climate that welcomes people and provides them with relief thanks to the Uminosato environment.

The concept of Kaiun in the climate of Oarai encompasses two key elements. The first is to find peace of mind in the natural environment characterized by clean air and abundant water resources, and the second is to develop a prosperous life in harmony with people set in a town of the sea.
